Rashtriya is given out to 20-30 kids a year, and it is not clear if this is equivalent to a [[Presidential Scholars Program]] (given to about 100-120 students a year), which doesn't confer individual notability. Needs references to the actual Guinness World Records site where they list kids who broke notable records.
